By all means put the polluting cell towers down instead of fiber optics which is potentially 50,000 times faster and massively more reliable, then distribute a fair weighted rental to those residing near the towers based on closeness. 

About 15  percent of profits or net revenues would not seem unreasonable based on some standardisation based on tower height and strength. 

Then insure the locals for life against cancer and all the diseases known to arise from radiation and breach of the blood brain barrier. 

Prohibit children from living close to the tower under ten years and pay compensation to would be 
child adopters and parents!
