How do you organise democracy? Look to Scotland for a model parliamentary process!
Meanwhile.......Let everyone participate in the process leaving no one out! Get young and old, women and children to participate. Discuss your issues in a small group setting and make decisions in small manageable groups, not too large. At most, twenty or so in the group discussion, debate, decision making, voting a representative and so on.. Elect and send a rep from your group to a group made up representatives from other groups. Again not too large. The second level group meets and every rep has a chance to talk and argue on all the issues. Make decisions and elect a rep to represent the group of groups and so on. You see the idea. This way everyone gets to speak and vote even before national elections. Groups make better decisions than individuals alone, and the more diverse the group the closer to a better decision!

Woohs stream at http://woohs.blogspot.com taps into many streams of thought and action. Nearby yoga at http://nearyoga.blogspot.com taps into human body movement using yoga techniques and Kundalini meditation. At Togwells Publishing we focus on people's notions of pilgrimage of body, mind, and soul, http://togwells.blogspot.com. Whatever your beliefs, there is no end to motion, just evolution and unrelenting change, seen or unseen. Energy is motion both in reality and calculation. Take time to rest even though all inside you is always moving. Your massive relative pause gives opportunity for other smaller streams to catch up. Take time to meditate so that you can see with your mind what lies within and beyond.
