Why does Bell need an industrial tower in a rare forest / children's playground within 200 yards of homes?

I am writing to request that you recommend relocating the above proposed tower. There is a sense of urgency as Industry Canada will be making a ruling on this tower within the week.
I realize Bell Canada has a responsibility to make services available to all members of society. The Bell Canada Environmental Policy states that environmental protection is an integral part of doing business and you are committed to minimizing the impact that some of your activities, products or services have on the environment.
With respect to the above-referenced Tower, we wish to advise that Bell Mobility's agent, Proliferate Consulting Group, is not adhering to Bell Canada Environmental Policy. I question their business conduct, which surely reflects on Bell Canada. Proliferate has asked Industry Canada to grant an exemption which eliminates the need for public consultation when a new tower is proposed to be installed. This is a new tower (not a modification or replacement) and they should follow standard approval process. We should have a voice in this process. A large tower does not belong in the middle of our protected forest environment.
Proliferate plans to remove a perfectly fine tower that meets our community's needs and install a 56 metre broadcast tower to be located in the middle of our Children's Park, in a forest neighbourhood, which has registered covenants attached to it restricting land use. The local conservation authority has deemed this regulated land. The Ministry of Natural Resources have confirmed there are endangered species on the land. Proliferate is also not taking into consideration the Municipal protocol and Industry Canada guidelines to locate towers 300 metres from residential properties – this tower will be abutting residential properties and only 50 metres from the homes backing onto the Children's Park. Our neighbourhood is adjacent to the Pinery Provincial Park, in Grand Bend, Ontario.
We have many residents with health issues who have moved to our lakeshore community because it is a healthier alternative to larger centres. Studies are inconclusive regarding the health affects of cell/broadcast towers. I believe we should take precaution until we know for sure, and locate towers a minimum of 300 metres from our properties. Bell supports a number of Children's programs. Won't you please take precaution with our children and other vulnerable members of our community?
Would you please review the attached letters and make a recommendation to Proliferate / Bell Mobility that they relocate the proposed tower in a more appropriate location, approved by all parties. I believe more antennas are to be installed at our main beach, and there are existing towers that can accommodate more antennas, and there are farm fields right across the highway from our forested neighbourhood.
