The writer of this piece in the Wall Street Journal is a bit confused as perhaps many authorities are. The problem is that large banks did not recognise that there was an underlying problem arising from their need to compete. If America follows one policy and Britain follows another, we have a global problem because the problem is competition and the rules governing competition. Since American banks followed no or less rules, they held the destructive cards. Destroy competitors by getting them into problems their governors can't solve. It's like tripping another runner in a race. The solution is to end the game altogether or insert oversight with common rules.
