Why ALL residents need to agree before placement of a cell tower menace

In some Indian cities, ALL residents need to agree to a placement of a cell tower menace. How good are your survival instincts?

Perhaps, that is the legislation we need to develop in Canada and use other than a simple majority glassy eyed by convenience of new technologies like smoking addicts. 

Municipalities should have the power to protect ALL citizens from risks and dangers.
