Commonly called in economics, the liquidity trap, a situation that shows the capitalist economy is not working as the classical free market theory says it will and should.   

The next step is intervention and reduction of tax subsidies to Canadian companies who do not play their role as industry leaders. 

The other more dangerous role of such money is to speculate on future currency movement selling against stronger Canadian dollars when the oil industry speculators win? Unbalanced / lopsided Canadian dollar strength is something most everyone ultimately in Canada will pay for!
