Overlooks the issue that (?) large deposits are there probably to avoid Russian taxes and Russia is a member of the IMF! The idea of protecting small deposit holders has merit....

Cyprus banking to attract off-shore Russian deposits would really be at odds with the rest of the world so needs to be pragmatic!
